Mid-Wide Board and size 13 Boots

If you wear a size 13 boot, can you still ride a mid-wide board without any toe or heel drag?

well you could ride one but it would suck, and look stupid. you need a waist width of 260mm (26cm) at the bare minimum. i wear 12's and even at that i would never buy a board with less than a 26cm waist. the closer to 27cm the better in my opinion. buy a board that actually accomidates your big feet, you'll be much happier, i promise.

well it could. depends on your stance width and your binding angles more than youd think. but those would have to be pretty extreme measurements
